RFR(XXS): [TESTBUG] vmerrors.sh should suppress windows .mdmp files

Hi everyone, 

 

Very small fix that disables dumps from being generated on Windows when
running vmerror.sh. Tested locally on Windows and test execution time went
from 25 to 5 seconds (plus we're using less temporary disk space!).
