RFR(XS) 8054713: [TESTBUG] runtime/jsig/Test8017498.sh: Execution failed: exit code 1

Hi everyone,

 

Please review this small fix where the test runtime/jsig/Test8017498.sh
fails when it doesn't have permission to write in the folder where the test
sources are. Changed the output of gcc to write to the scratch directory
created by JTreg instead.
