RFR(XS) 8056256: [TESTBUG] Disable NMTWithCDS.java test as launcher change has yet promoted

All NMT related tests have to be disabled, due to NMT related Java 
launcher change is not presented in latest promotion build (b03).

The tests will be re-enabled once Java launcher change reaches promotion.
