RFR (S) 8028398: [TESTBUG]: test/runtime/memory/ReadFromNoaccessArea.java failed with EXCEPTION_ACCESS_VIOLATION

Please review this small fix for bug 8028398.  The @ignore tag has been 
removed to re-enable the test which had previously failed on JDK 1.8.0 
b115 and b116.  The test now succeeds on JDK 1.8.0 b117 and above as 
well as JDK 1.9.0 b01_01-02-14.
