[8u40] request for approval: 8038268: VM Crashes in MetaspaceShared::generate_vtable_methods while creating CDS archive with limiting SharedMiscCodeSize

The fix was pushed to the jdk9/hs-rt repo about a week ago.
I needed to do a manual merge on the debug.cpp when the jdk9 changeset 
was applied to 8u40. Otherwise, the fix is identical to the jdk9 version.
