RFR(XS): Quarantine: JDK-8133222 - [TESTBUG] Quarantine runtime/SharedArchiveFile/SharedStrings.java until the fix

Please review this one line change to quarantine a test that fails in 
nightly,
until the root cause is found and test is fixed.

         Ran test locally (Linux-x64)
         This should be sufficient since change is trivial and 
platform-independent.
