RFR: 8145606: [TESTBUG] MonitorInflationTest.java should be rewritted to be more predictable

Hi,

Please review this small fix to logging/MonitorInflationTest.java which 
now forces an object inflation and looks for that object. I have removed 
the test for deflation because it is unreliable. (According to Dan 
Daugherty, "There's no guarantee that monitor deflation will happen 
before the VM shuts down.")
