RFR(S): 8067163: Several JT_HS tests fails due to ClassNotFoundException on compacts

Hello Team,

Please review the fix for https://bugs.openjdk.java.net/browse/JDK-8067163

Summary: several regression tests requires WitheBox object. The object 
is available starting from compact3 profile. To fix the issue all tests 
added to needs_compact3 group.
