RFR(S): 8080446 - The change for 8074354 removed the server check when creating minidumps on Windows

Hi everyone,

 

Please review this small change that reintroduces the behavior of not
creating mdmp's by default on client versions of Windows when running with a
release build. Fix has been tested manually on Windows 10 Pro and Windows
Server 2012R2.
