I'm sponsoring Dmitry Dmitriev's fix for 8141042: "Typos and refactoring 
in Compiler constraints functions"

Dmitry asked me to push the fix into the hs-rt repository instead of the 
hs-comp repository because the affected test, TestOptionsWithRanges, is 
currently failing in runtime and gc nightly testing (but not yet in the 
compiler nightly testing).

I hope that is fine. I plan to start the push job soon.
