I just have one suggestion for a slightly better assert message:
"Combination limit (" SIZE_FORMAT ") not sufficient for configuring all 
available tag sets (" SIZE_FORMAT ")"

Other than that, this looks good. Thanks for fixing this! I don't need 
to see another webrev.
