RFR: JDK-8144957 - Remove PICL warning message

Hi All,

 

Please review the trivial change of removing misleading warning message.

 

Summary: 

Warning message: Java HotSpot(TM) Server VM warning: PICL (libpicl.so.1) is missing. Performance will not be optimal. 



This message is very misleading and confusing to the users.  So removing the related code.
