RFR (XXS): 8146481: Disable runtime/logging/DefaultMethodsTest.java

Hi,

Please review this change, @ignore'ing the DefaultMethodsTest jtreg test 
until such a time as it can be properly fixed. (May be broken due to a 
deeper logging framework or windows issue since the test had been 
running fine for the past month.)
