Oracle's reqular Quarterly Maintenance (QM) was this past weekend.
The systems (JPRT, testing, etc) needed for pushing changes into
the repos were down for maintenance.

So the "gates" were probably open, but HotSpot forest protocol is
that all changes must go through systems that were down...
