RFR (XS): 8150085: Delete TraceClearedExceptions flag instead of conversion to Unified Logging

Hi Rachel,

Can we put this under -Xlog:exceptions=debug(?) instead of deleting it. 
The fact an exception gets explicitly cleared may be useful if trying to 
track down an exception issue.
