RFR 8166312: Backout 8165017

Hi,

Please review this RFR for a clean backout of the change for JDK-8165017 
<https://bugs.openjdk.java.net/browse/JDK-8165017>. That change needed 
to be backed out because the test it modified now fails on Windows 
platforms.
