RFR 8206424: Use locking for cleaning ProtectionDomainTable

Hi Ioi and Coleen,

Thanks for reviewing this change! I moved the test to 
test/hotspot/jtreg/runtime/Dictionary and fixed the copyright. Here is 
the new webrev:
