RFR 8203183: vmTestbase/vm/mlvm/anonloader/stress/oome/heap/Test.java times out

Hi,

Please review this fix for JDK-8203183.  The fix is to run the test with 
-Xmx128m to prevent the test from timing out.  The fix was tested on 
Linux X64, Mac OS X, Windows, and Solaris.
