RFR (XS) 8203938: Fix build failures from JDK-8133564

Hi all,

Please review this trivial build fix that adds missing “static” keyword, which I missed while doing manual merge.

I’m sorry about breaking the build.

Tested via build locally, broken before the change, builds with the fix.
