Just notice this...

I wonder if System.setProperties(null) should call 
VM.saveAndRemoveProperties(props) to be consistent.  It's an existing 
issue.  You may consider refactoring and adding initSystemProperties 
method that will be called from initPhase1 and setProperties.

Otherwise looks good.
