Hi Coleen, 

The text nicely describes the flag and what will happen 
if you use it wrt. to the message. 

If this is what goes into a Release Note it is fine!

(I already had no idea of the difference between a JEP and a CSR,
maybe the CSR should be only the subset of the JEP describing 
the feature, but what again should be contained in a RN?)
