RFR(S): 8217658 baseline_cleanups from Async Monitor Deflation project

Greetings,

I've updated the patch to include the two additional cleanups from David H.
I've also rebased the patch to the jdk/jdk repo at the 'jdk-13+5' tag;
there were no merge surprises.
