RFR 8220085: runtime/CompressedOops/UseCompressedOops.java times out on Windows intermittently

Hi,

Please review this change to increase the timeout for this test and move 
it to tier3 so that its potentially long running time will not hinder 
tier1 testing.

The fix was tested by running it on Linux-x64, Solaris, Windows, and Mac 
OS X and making sure that it did not run in hotspot tiers one and two 
and did run in hotspot tier3.
