RFR(xs): 8220786: Create new switch to redirect error reporting output to stdout or stderr

HI Thomas, 

this change basically looks good.

In the CSR, it has been discussed which flag should take precedence.
Did you think about implementing a constraint for the flag 
issuing a warning if both are set?
