RFR(S): 8221398: Move test NoClassDefFoundMsg.java to subdir exceptionMsgs/

Hi,

NoClassDefFoundMsg.java test the corresponding exception
messages. Thus, I think this test would be better placed in the subdir
exceptionMsgs. I propose to move it there.
