RFR(xs) 8231606: _method_ordering is not set during CDS dynamic dump time

Hi Calvin,

The VM changes look good.
For the test case, will the test fail unexpectedly if another concurrent 
test is using port 8888? Is it possible to use an auto-assigned port?
