RFR (T) 8251489: universe.cpp includes too many headers

Having such a script for manual execution would be very welcome. Something
to do occasionally, when bored. Or in the course of a large patch.

It would be nice if the script could run optionally only on files which
have been changed, or are part of a patch set.
