Thanks Robbin for bringing back the discussion on this issue.
I see that we seem to agree on changing the default value for 
UseBiasedLocking to false. There was some discussion previously on this 
thread on whether we should also deprecate the flags at the same time to 
give more visibility to the change and increase the chances of getting 
feedback earlier, which I think some people might still argue for. I 
want to double check if the consensus is just on disabling biased 
locking or also deprecation. In any case, back then I created a JEP 
which I think we can use for whichever change we agree on doing now. The 
idea of using a JEP is again for the change to have more visibility 
compared to only announcing it through the release notes.
