Guessing the problem is missing `-fno-exceptions`, I think this block of code
https://github.com/openjdk/jdk/blob/master/make/autoconf/flags-cflags.m4#L486-L491
should also be active when `TOOLCHAIN_TYPE` is `xlc`.
