RFR: 8344164: [s390x] ProblemList hotspot/jtreg/runtime/NMT/VirtualAllocCommitMerge.java

For `VirtualAllocCommitMerge.java`, we have not yet identified any reason for the failure. It’s unclear if we will find one anytime soon. Therefore, I am problem-listing it to keep the CI clean.
