RFR: 8343183: [s390x]: Problemlist runtime/Monitor/SyncOnValueBasedClassTest.java Failure

I want to problemlist `runtime/Monitor/SyncOnValueBasedClassTest.java`. This change should be reverted with the fix for [JDK-8340995](https://bugs.openjdk.org/browse/JDK-8340995)
