<i18n dev> RFR: CR 7196533 : TimeZone.getDefault() slow due to synchronization bottleneck

Masayoshi,

I'm looking to backport this fix which was been soaking in jdk8 for a 
few months now.

Fix is identical with the exception of some comment re-ordering and 
redeclaring of the javaAWTAccess  variable to keep code consistent with 
jdk8.
