In general, Set doesn't fit for the priority list purpose. For example, 
if the priority list of languages is { "fr", "de", "en" }, an Iterator 
from a Set must iterate the languages (ranges) in the order of the 
priority list, "fr", "de", and "en". It's likely that you will need to 
implement a special Set.
