Salut Jean-Luc,

as your question concerns Oracle-internal tools and processes, I don't 
think you will (or should ;) get replies on this list.

Instead, I'd suggest asking in the Oracle Community on OTN 
(community.oracle.com), and, if you are interested in Oracle-specific 
i18n information, look into presentations given around that topic at 
Oracle Open World, Java One or similar events in the past.
