tzdata2017c came out today, and the elves at Google are working hard to
incorporate changes in hours or days instead of weeks or quarters. One
thing we noticed is that one of the java.time tck tests was broken by
tzdata rewrite of history. Here's the fix we're applying (s/1879/1892/g):
