<i18n dev> Wrong SimpleDateFormat behavior with Japanese Imperial Calendar

Hi,

I filed a bug of SimpleDateFormat through
https://bugreport.java.com/bugreport/ .
And, it is registered as JDK-8216204 (
https://bugs.openjdk.java.net/browse/JDK-8216204).

At first, the assignee misunderstood my intention, and the issue once
closed with "Not an issue" status.
Shinya, aka Japanese youngest committer, has helped; so it's reopened.
Japan is still in the Heisei era, and I'd like to format the initial "H";
but Java 9 and later (through 13-ea) can't print "H" by SimpleDateFormat.

Could you follow and resolve this issue?
