<i18n dev> [8u] Re-examine closed i18n tests to see it they can be moved to the jdk repository

Hi Andrew,
I'm currently still seeing these new tests still failing on the latest 
jdk8u, is there a locale data fix for these? or is there another issue 
with them?
  FAILED: java/util/Calendar/CalendarRegression.java
  FAILED: java/util/Calendar/JapanEraNameCompatTest.java
