test/jdk/java/util/Formatter/BasicDateTime.java line 1695:

> 1693:         list.remove("America/Dawson");
> 1694:         list.remove("America/WhiteHorse");
> 1695:         list.remove("Canada/Yukon");

I'd explicitly mention why these time zones are removed from the test.
