<i18n dev> RFR: 8287053: Avoid redundant HashMap.containsKey calls in ZoneInfoFile.getZoneInfo0

Instead of pair `HashMap.containsKey`/`HashMap.get` method calls, we can use single call `HashMap.getOrDefault`.
It's faster and clearer.
