<i18n dev> RFR: 8296250" Update ICU4J to Version 74.1

Updating the ICU4J components to v74.1 (https://icu.unicode.org/download/74). This change completes the Unicode 15.1 upgrade. The change is merely replacing binary data files used for the Nomalization and BiDi support
