<i18n dev> RFR: 8317471: ListFormat::parseObject() spec can be improved on parsePosition valid values

Adding IOOBE clause to clarify the behavior on an invalid `parsePos` argument on calling `ListFormat::parseObject()`. A corresponding CSR has also been drafted.
