<i18n dev> JDK-8286154: fix 3rd party notices in test files

Hi,

I18n tests listed in JDK-8286154[1] contain a notice stating that
their license is only valid for non-commercial purposes.

The requirement contradicts GNU GPLv2[1]. JDK-8286154 tried to address
it, but the original notice is still present, and the requirement for
non-commercial use still applies.

I wonder if rewriting the affected tests solves the issue.
I would be happy to work on it if this approach is valid.
