Apologies.  This JEP is of scope "JDK" indicating that it is part of the JDK,
not the Java SE Platform.

Incubating APIs are by definition not part of the Java SE Platform
per JEP 11: 

  11: Incubating Modules
      https://openjdk.java.net/jeps/11

When an incubating feature is ready to be standardized in the JCP for
a future release, then a JEP of Scope "SE" will be filed.
