JSR 391 (Java SE 16): JEP Propose to Target: 386: Strongly Encapsulate JDK Internals by Default

The following JEP with scope "SE" has been proposed to target JDK 16:

  396: Strongly Encapsulate JDK Internals by Default
       https://openjdk.java.net/jeps/396

  Summary: Strongly encapsulate all internal elements of the JDK by
  default, except for critical internal APIs such as sun.misc.Unsafe.
  Allow end users to choose the relaxed strong encapsulation that has
  been the default since JDK 9.

The announced deadline for feedback to jdk-dev is Thu 26 Nov 23:59 UTC:

If there are no unresolved objections at that time, then the JEP will be moved
to the Targeted state, indicating that the feature is expected to appear in
the specified release of the JDK Project.  For more information about states,
