JSR 391 (Java SE 16) Specification -- DRAFT 36a

Hi.

A draft of the Specification is available here:

This draft includes the following changes:

    - Annexes 4 - 11: Clearly identify unchanged narrative specs; fix broken links

PR-FAB passed unanimously [0]. FR is expected in early March.  Since the list
of JDK 16 Release Candidate Bugs [0] is currently empty, either DRAFT 36a or a
very similar future DRAFT may be declared the FR DRAFT.
