Hi Jon ,
The main part of the change is <a class="skip" href="#skip-navbar_top"
title="Skip navigation links">Skip navigation links</a> , the current
HTMLs did not have the text on skip links .
The fix is to add the text and hide it for anyone whose browser is using
the CSS because they do not need the skip link.
