I've updated the webrev with the test:

I've also noticed and fixed another small issue with javadoc for 
multiple annotations.
The regtest covers this case also.

The fix was built with JPRT and all javadoc related tests (from 
com/sun/javadoc and tools/javadoc) were run - no single failure.

Would you please help review the fix?
