RFR: 8215584 : Remove support for the "old" doclet API in com/sun/javadoc

Hi Priya,

I think maybe the removal error message should say „have been removed“ or maybe „are removed in this JDK release" instead of just „are removed“. I’m not a native English speaker though so take this with a grain of salt. 

Otherwise looks good.
