RFR: JDK-8261499: Simplify HTML for javadoc links [v2]

   - Rename LinkInfoImpl to HtmlLinkInfo and LinkFactoryImpl to HtmlLinkFactory
   - Add HtmlDocletWriter.getDocLink(context, typeElement, element, label) overload
