RFR: JDK-8302161: Upgrade jQuery UI to version 1.13.2

Please review an upgrade of the jQuery-UI library to the latest version. There is a security alert with the previous version, but it affects a component that is not part of our custom bundle, so there are no functional changes in this upgrade. I still went ahead with the PR since I already did the work and it's generally good to keep third party code current.
